Uttalande från Sveriges Paralympiska Kommitté

Med anledning av deltagandet av Ryssland och Belarus vid Paralympics Milano-Cortina 2026.

Sveriges Paralympiska Kommitté står i solidaritet med de ukrainska idrottarna och det ukrainska folket. Rysslands invasion av Ukraina har fått mycket allvarliga konsekvenser – också för idrotten och för många idrottare som har tvingats lämna sina hem, avbryta sina karriärer eller inte längre kan träna och tävla under trygga förhållanden.

Vid Internationella Paralympiska Kommitténs (IPC) generalförsamling i september röstade Sverige, tillsammans med flera andra nationella paralympiska kommittéer, mot att återge Rysslands och Belarus nationella paralympiska kommittéer fulla rättigheter. Vår uppfattning är fortsatt tydlig: så länge situationen i Ukraina kvarstår anser vi inte att förutsättningarna är uppfyllda för ett återinträde.

Den paralympiska rörelsen bygger på värden som respekt, rättvisa och inkludering. Mot bakgrund av situationen i Ukraina anser vi att Ryssland och Belarus i nuläget inte bör delta i Paralympiska spelen på samma villkor som andra nationer.

Samtidigt är IPC en medlemsstyrd organisation och beslutet har fattats genom en demokratisk process bland medlemsorganisationerna. Vi respekterar den processen, även när vi tydligt motsätter oss utfallet.

Svenska paralympiska idrottare ska inte bära konsekvenserna av internationella idrottspolitiska beslut. Vårt fokus ligger därför på att skapa bästa möjliga förutsättningar för våra aktiva och ledare att prestera vid de paralympiska vinterspelen i Milano-Cortina 2026.

I solidaritet med Ukraina och som en markering av vår hållning i sakfrågan kommer ledningen för Sveriges Paralympiska Kommitté inte att närvara vid invigningsceremonin i Verona. Den svenska delegationen kommer samtidigt att vara på plats vid tävlingsorterna och fullt ut delta i spelen. Av sportsliga skäl, och med fokus på de tävlingar som inleds kort därefter, kommer inte heller svenska aktiva att resa till Verona för invigningen.

Sveriges Paralympiska Kommitté kommer fortsatt att driva frågan genom de demokratiska forum där den internationella paralympiska rörelsens beslut fattas.

Statement from the Swedish Paralympic Committee

Regarding the participation of Russia and Belarus at the Milano-Cortina 2026 Paralympic Winter Games

The Swedish Paralympic Committee stands in solidarity with Ukrainian athletes and the Ukrainian people. Russia’s invasion of Ukraine has had very serious consequences – also for sport and for many athletes who have been forced to leave their homes, end their careers, or who can no longer train and compete in safe conditions.

At the International Paralympic Committee (IPC) General Assembly in September, Sweden, together with several other National Paralympic Committees, voted against restoring the full rights of the Russian and Belarusian National Paralympic Committees. Our position remains clear: as long as the situation in Ukraine persists, we do not believe the conditions for reinstatement have been met.

The Paralympic Movement is built on values such as respect, fairness and inclusion. In light of the situation in Ukraine, we believe that Russia and Belarus should not, at this time, participate in the Paralympic Games on the same terms as other nations.

At the same time the IPC is a member-based organisation, and the decision was taken through a democratic process among its membership. We respect that process, even when we clearly disagree with the outcome.

Swedish Paralympic athletes should not bear the consequences of international sport policy decisions. Our focus is therefore on ensuring the best possible conditions for our athletes and team leaders to perform at the Milano-Cortina 2026 Paralympic Winter Games.

In solidarity with Ukraine, and as a signal of our position on this matter, no officials or parts of the leadership of the Swedish Paralympic Committee will attend the Opening Ceremony in Verona. The Swedish delegation will meanwhile be present at the competition venues and will participate fully in the Games. For sporting reasons, and with a focus on competitions beginning shortly afterwards, Swedish athletes will also not travel to Verona for the Opening Ceremony.

The Swedish Paralympic Committee will continue to raise this issue through the democratic forums where decisions within the international Paralympic Movement are taken.
